Installation of 600-foot groundwater monitoring well
LKB has provided a wide range of services for the Syosset Landfill, a
35-acre site on the USEPA National Priorities List. Services include
engineering design, environmental investigation and remediation,
construction inspection, and funding assistance. In response to a 1986
Consent Order, LKB performed a comprehensive Remedial
Investigation/Feasibility Study which aided development of the 1990
Consent Decree and offsite Remedial Investigation. In response to the
Consent Decree, from 1991-1997, LKB conducted the Remedial
Design/Remedial Action Program. As part of the remediation, LKB
performed a Settlement Study to determine the site’s suitability for use
as a vehicle and material storage yard. Following the Settlement Study,
a $5M Pre-Load Program was undertaken to surcharge the site and achieve
primary settlement prior to capping and closure of the landfill. Upon
completion of the Pre-Load Program, LKB commenced the $9M Capping &
Closure Program, which consisted of capping the site with a 60-mil HDPE
geomembrane, construction of a site-wide passive gas venting system,
storm drainage system, sanitation vehicle parking yard, highway vehicle
and material storage yard, salt storage facility with salt spreader
racks, and a leaf composting facility.
Additional services provided by LKB included the preparation and
implementation of USEPA-approved work plans for two rounds of
post-closure landfill gas monitoring for H2S, VOCs, and methane. The
results were compared to state air quality limits and modeled to
estimate downwind attenuation. LKB also developed a post-closure
groundwater monitoring program meeting the USEPA Region 2 protocols
utilizing ten on-site and off-site groundwater monitoring wells
installed during the On-site and Off-site Remedial Investigations.
LKB has also assisted the Town in obtaining NYSDEC Environmental Quality
Bond Act (EQBA) Title 3 Program funding and interest-free financing
through the NYS Clean Water State Revolving Fund (CWSRF). These services
have included negotiation and technical services related to contract
development and preparation of reports and documentation necessary to
receive grant funds and financing. Over $13M in EQBA State assistance
and $22M in CWSRF financing has been obtained for this site. |
